This summary is a combination of the International Building Code, The Occupational Safety and Health Administration (OSHA), Virginia Occupational Safety and Health (VOSH), Automotive Lift Institute, ANSI/ALI Standards, Vehicle Services Group (Servall, contract service provider) and Rotary Lift (manufacturer). This summary is the result of a survey we conducted regarding lift inspection, the results of which show it is required by OSHA to have all lifts inspected annually by a qualified inspector using the consensus standard: ANSI/ALI ALOIM (Automotive Lift operation, inspection and maintenance standard) 2008. ANSI/ALI ALOIM 2008 5.2 describes a qualified inspector as having the following qualifications: Knowledge, as it applies to lifts and inspection thereof, personal safety practices, electrical and electronic systems, mechanical principles, hydraulic principles, pneumatic principles, industry terminology and the ability to read and comprehend the manuals, prints and part lists. Some of the key components of the lift which knowledge is required of includes, but is not limited to: pumps, motors, valves, switches, chains, wire rope, sheaves, hydraulic cylinders (plungers), piping, pressure vessels and much more. The list above only contains a portion of the qualifications required by section 5.2 of ANSI/ALI ALOIM 2008. In all 5.2 lists 9 different areas of knowledge. To see the entire list you will need a copy of ANSI/ALI ALOIM 2008 which is available from ALI. 5.2 also requires a inspector to be familiar with the terms used in ANSI/ALI ALCTV (Automotive Lift Construction Testing and Validation) as well as information referenced therein. ANSI/ALI ALOIM 2008 further covers how the qualified inspector training must be accomplished, including whom they must work for to achieve this experience in field service work or installation of automotive lifts. ALI is in the process of developing a Certified Lift Inspector program. As an owner or employer you should be doing inspections of your lifts following the lift manufactures recommendations (daily, weekly, monthly), but you are still required to have a qualified lift inspection done at least annually as stated is ANSI/ALI ALOIM 2008 section 5.5 inspection frequency and following the inspection points of section 5.6. A Qualified Lift inspection is more than a visual check while walking around it, as some inspectors do, it requires the inspector to check many areas, including: 1) Pre inspection walkthrough to find make, model and serial numbers to research the correct lift manuals (if lift owner does not have one). 2) Provide bay layout 3) Provide ANSI/ALI ALOIM 2008 lift inspection form 4) Torque anchor bolts 5) Measure diameter of cables used for equalization 6) Measure chain wear or stretch (preferably with a chain gauge) 7) Tag out / lockout unsafe lift (per OSHA 1910.147app A) 8) Provide Repair / Replacement Quote 9) Additionally we can provide you with an operator training package meeting ANSI/ALI ALOIM 2008 requirements (yes, your lift operators must meet the requirement of ANSI/ALI 2008, which includes training and retraining at least annually). $150.00 per set.
